All Saints and Blakenhall Community Development
All Saints and Blakenhall Community Development (ABCD), a New Deal for Communities programme in Wolverhampton, is inviting tenders from suitably experienced and qualified organisations to carry out an evaluation of the Warm Zone Phase 2 project.
The Warm Zone Phase 2 initiative’s key objective was to make improvements to private sector homes within the ABCD area and reduce fuel poverty.
The evaluation is intended to assess how successful the initiative has been in meeting several strategic objectives, including reducing fuel poverty, reducing excess winter deaths and improving SAP ratings of properties in the area. The evaluation will be expected to cover expenditure, outputs and outcomes achieved, reviewing the scheme using a mixture of qualitative and quantitative information. The successful consultant will also be required to make further recommendations for the next phase of the project, and assess how the learning might be rolled out across the wider City in due course.
The closing date for receipt of tenders is 10.00am, 26 September 2008
