APSE will focus on the services that matter at a doorstep level. Council services such as refuse collection, street cleansing, parks and grounds maintenance, leisure, civic and cultural services, building maintenance, housing, school meals and building cleaning, highways and transport, will all need to continue regardless of the available funds. All our plenary sessions allow for a panel question and answer session. The culmination of the seminar will be our annual service awards 2010 recognising the very best in public services.

How can local authorities continue to deliver quality non-statutory services with heavily reduced public sector resources? This conference will bring together senior officers and elected members with local partners and national development agencies to co-ordinate their efforts and position culture, tourism and sport within the place shaping agenda. The Total Place pilots demonstrated the potential for achieving both quality and efficiency in service delivery through a change in perception from supply led to demand-led provision. Mergers, acquisitions and new governance models are going to become increasingly important as cultural and leisure services collaborate beyond service boundaries and across sectors to achieve the best possible outcomes for local communities within the resources available. How do you design a development or devise a strategy that people will welcome, use and benefit from in the way that you had hoped when starting the project? One way is to engage stakeholders at an early stage, feeding directly into the development process- something that can be quickly achieved using a charrette. A charrette is an intensive series of meetings, presentations, and workshops during which the design team puts together a development strategy while getting feedback from the public. The feedback is key to evolving a solution that gets great buy in. The advanced NCI Charrette Management and Facilitation Certificate, awarded to participants who complete the course successfully, will equip charrette managers with the essential tools and techniques required to manage a fast paced, and constantly changing, multiple day charrette. The Centre for Sustainable Communities is working together in partnership with NCI, BRE, Turnberry Consulting and Parsons Brinkerhoff to deliver this programme. E: j.conlon@herts.ac.uk
